If any ship of war or merchant-vessel of one of the Contracting Parties should be stranded or wrecked upon the coasts of the territories of the other, such ship or vessel, and all parts thereof, and all furniture and appurtenances belonging thereunto, and all goods and merchandize saved therefrom, including any which may have been east into the sea, or the proceeds thereof, if sold, as well as all papers found on board such stranded or wrecked ship or vessel, shall be given up to the owners or their agents when claimed by them from the officers or functionaries, British or Rou- manian, who may be, by the laws and orders of the Governments of their respective countries, entrusted with the protection, preservation, and custody of shipwrecked property. If there are no such owners or agents on the spot, then the said ship, and the above-named things and appurten- ances, shall be delivered by the above-named officers or functionaries to the British or Roumanian Consul- General, Consul, Vice-Consul, or Consular Agent in whose district the stranding or wreck may have taken place, upon being claimed by him within the period fixed by the laws of the country; and such Consular functionaries, owners, or agents shall pay only the expenses incurred in the pre- servation of the property, together with the salvage or other expenses which would have been payable in the like case of the stranding or wreck of a national vessel.
It is, however, agreed that when the owner of the goods or merchandize, or his agent, not being present on the spot, shall be a native of the country in which the stranding or wreck may take place, and resident therein, the goods or merchandize which may belong to him, or the produce thereof, if sold, shall not remain in the power of the Consular functionaries, but shall be deposited according to the laws of the said country, in order to be handed over to whomsoever they may belong by right.
The goods and merchandize saved from the wreck shall be exempt from all duties of Customs, unless cleared for consumption, in which case they shall pay the same duties that they would have to pay if they had been imported in a national vessel.
In the case of a vessel being driven in by stress of weather, stranded, or wrecked, the respective Consuls-General, Consuls, Vice-Consuls, and Con- sular Agents shall, if the owner or master, or other agent of the owner is not present, or is present and re- quires it, be authorized to interpose in order to afford the necessary assistance to their fellow-countrymen.
The intervention of the local authorities, when the owners, their agents, the captain, or the Con- sular functionaries are present, shall only take place for the purpose of maintaining order, of furthering the action of those persons, and of ensuring the execution of the rules to be observed for the entry and exit of the goods and merchan- dize saved, and for the realization of the duties when payable.

In lipsa proprietarilor séů a agentilor la facia locului, disul vas precum si obiectele si greementele sus-mention- ate vor fi predate de oficerii si functionarii sus- mentionati, Consulului General, Consulului, Vice- Consulului séŭ Agentului Consular Britanic séu Român în districtul căruia naufragiul séŭ înămo- lirea se va fi întêmplat, în urma reclamatiunei sélę, presentată în termenul pe care-l a fixat legile tĕrei. Disii functionarii Consulari, proprietari, séu agenti nu vor putea plăti nimic alt de cât cheltuelile ce vor fi necesitat operatiunile de scăpare si conser- vatiunea obiectelor scăpate, precum si acele la care
fi supuse vasele nationale.

Cu tóte acestea, s'a convenit ca décă proprietarul efectelor si mărfurilor, séu agentele séu, nu se va găsi la facia locului, dér se va întâmpla să fie ur indigen al terei în care naufragiul séu înămolirea s'a intêmplat, efectele séu mărfurile care 'i apartin, séu după întêmplarea produsul vândărei, nu vor remânea în mânile functionarilor Consulari, ci vor fi depuse după legile disci těri, pentru ca să fie, predate celui în drept.
Mărfurile si efectele scăpate din naufragiù vor fi sentite de ori-ce drept de vamă, afară numai de. casul când vor fi date consumatiunei, si, în acest cas, vor plăti aceleasi drepturi ca si cum ar fi fost importate de corăbiile nationale.
In casul fic de odihnă forciată, fic de înămolire séu de naufragiu, Consulii Generali, Consuli, Vice-Consulii si Agentii Consulari respectivă vor fi autorisati, déca proprietarul séň patronul séu vre un agent al proprietarului nu e presinte, séu. décă e presinte, in urma cererei séle, să intervină pentru a da concursul compatriotilor lor.
Interventiunea autorităților locale, când pro- prietarii, agentii lor, căpitanul, séu functionarii Consulari se găsesc la facia locului, se va mărgini întru a mentine ordina si a da concursul lor actiunei acestor persóne, pentru ca să îngrijéscă să se observe regulamentele în vigóre pentru intrarea si esirea efectelor si mărfurilor scăpate, si drepturile de care ar fi pasibile să fie aquitate.
