In case, however, of the absence, not only of the owner, captain, or other agents, but also of the Consuls-General, Consuls, Vice-Consuls, and Con- sular Agents, and until their arrival, the local authorities shall make it their duty to take the necessary measures for the protection of the indi- viduals, and the preservation of the effects wrecked.
ARTICLE X.
British Consular officers in Roumania, and Roumanian Consular officers in the territories (including the Colonies and foreign Possessions) of Her Britannic Majesty, shall receive from the local authorities such assistance as can by law, or the provisions of Treaties with any third Power, be given to them for the recovery of deserters from the vessels of their respective countries.
ARTICLE XI.
The ratifications of the present Treaty shall be exchanged at Bucharest as soon as possible. It shall come into force immediately, and shall remain in force for ten years from the date of the And in case neither of exchange of ratifications. the two Contracting Parties shall have notified twelve months before the expiration of the said period of ten years its intention of putting an end to the present Treaty, it shall remain binding until the expiration of one year from the day on which either of the Contracting Parties shall have given such notice.
In witness whereof, the respective Plenipoten- tiaries have signed the present Treaty, and have affixed thereto their seals.
Done in duplicate, at Bucharest, the 24th day of March (o. s.) and the 5th day of April, one thousand eight hundred and eighty.

ARTICOLUL X.
Oficierii Consulari Britanici în România, si Oficeri Consulari Români în Teritoriile (coprin- dênduse Coloniile si Posesiunile streine) Majestātei Séle Britanice, vor priimi de la autoritățile locale înlesnirile acordate de lege séŭ conform disposi- tiunelor Tractatelor încheiate cu uă a treia Putere pentru restitutiunea marinarilor desertori ai tĕrei lor respective.
ARTICOLUL XI.
El
Ratificatiunile presentului Tractat se vor schimba la Bucuresci în cel mai scurt termen posibil. se va pune în executiune imediat, si va remâne în vigóre în timp de dece ani, socotită din diua schim- barei ratificatiunelor. In casul când nicĩ una din cele două Părtă Contractante nu va fi făcut să se notifice douě-spre-dece luni înaintea expiratiunei a disei perióde de dece ani intentiunea sea de a face să înceteze efectele presentului Tractat, el va remâne în vigóre pêně la expiratiunea unui an, socotit din dizia cánd una séŭ cea l'altă din cele două Părtă Contractante va face denunciatiunea sea.
Drept care Plenipotentiarii au semnat presentul Tractat, a aŭ pus pe dênsul sigiliurile lor.
Făcut în dublu original la Bucuresci, în diua de 24 Martie, anul una mic opt sute opt-decĩ.

PROTOCOL.
Upon proceeding to the signature of the Treaty of Commerce and Navigation concluded this day between Great Britain and Roumania, the Pleni- potentiaries of the two Powers have agreed as follows:-
The South African Colonies having signified their wish not to be included in the stipulations of the said Treaty, they remain excluded from the operations of the same.
In a similar manner, any British Colony or forsign Possession of Her Britannic Majesty shall have the option not to be included in the stipula

crciu si de Navigatiune, încheiatu cu data de astă-di între Marea Britania si România, Plenipo- tentiarii ambelor Puteri aŭ convenit următórele :
