156. No tank or other receptacle having a capacity exceeding 140 gallons, and carried or intended to be carried in a lighter or junk, shall be repaired in any manner involving the use of hot rivets or other source of artificial heat until the owner or master of such lighter or junk has produced to the Harbour Master a certificate by an approved person that the tank or other receptacle has been thoroughly ventilated and rendered free from inflammable vapour.

157. The master of a lighter or junk shall not cause or permit any fire or artificial light or matches or other means of producing ignition to be used upon such lighter or junk, or smoke or permit smoking to take place on board at any time.

158. Every person on board a lighter or junk who has any matches or other means of ignition in his possession shall deposit the same with the master of the lighter or junk and every such person and every person about to go on board a lighter or junk shall submit to being searched by any duly authorized officer of the Government.

159. No bilges of a lighter or junk except engine-room bilges shall be pumped when such lighter or junk is in any confined waters or is alongside any petroleum ship or tug.

160. A copy in English and Chinese of the regulations in this Part shall be posted by the owner or master of every lighter or junk in a suitable and conspicuous place on such lighter or junk.

Special Regulations A.

161. These special regulations apply to lighters and junks intended or used for carrying petroleum having a flash point of or below 150° Fahrenheit.

162.—(1) No petroleum shall be carried in any lighter or junk within the waters of the Colony, unless such lighter or junk is duly licensed for that purpose by the Harbour Master.

(2) The Harbour Master may refuse to issue a licence in respect of any lighter or junk which is not constructed and equipped in the manner prescribed by the regulations in this Part.

163. Every lighter shall be constructed of iron or steel to a specification approved by the Harbour Master, and any electric wiring and fittings shall be in accordance with the rules made by the Institution of Electrical Engineers, Lloyds, or a similar classification society and relating to electrical equipment in ships.

164.-(1) Every junk shall be of a type and construction approved by the Harbour Master, and each hold shall be so constructed as to form, when the hold is fully loaded, retaining space capable of containing the contents of all the containers in the hold.

(2) No leaky or damaged receptacle containing case oil or bulk oil shall be loaded on to any junk.
