24 hours shall be deemed to be in the possession of the owner of such lighter or junk within the meaning of section 10 of the Ordinance.

(2) Paragraph (1) of this regulation shall not apply if the lighter or junk is prevented by stress of weather from leaving the waters of the Colony.

147. No loaded lighter or junk shall be navigated in the Harbour except at such a time as shall permit as far as possible of the prompt discharge of its cargo on arrival at its destination.

148. No loaded lighter or junk shall be navigated in the Harbour in a fog.

149. No loaded lighter or junk and no lighter or junk fitted with a tank or tanks shall be navigated or lie in the Harbour unless a red metal flag not less than 18 inches square is exhibited upon such lighter or junk where it can best be seen, and no tug shall tow any such lighter or junk without exhibiting a similar flag.

150.—(1) Not more than four loaded lighters or junks shall be towed together at one time by a tug.

(2) Not more than three loaded lighters or junks shall be towed by a lighter having its own means of propulsion.

(3) Loaded lighters or junks shall not be towed more than two abreast.

(4) Not more than two loaded lighters or junks shall be towed in single line.

151. No tug employed in towing one or more loaded lighters or junks shall at the same time tow any other vessel.

152. Every tug in attendance upon or towing any lighter or junk shall carry all necessary specially designed lamps, previously approved by the Harbour Master, for the use of such lighter or junk in the event of its having to moor or anchor on account of fog or other exceptional causes.

153. All lamps required for the showing of lights upon any lighter or junk, moored or anchored owing to fog or other exceptional causes and not equipped with its own lamps,-

(a) shall be obtained from the tug in attendance upon or towing such lighter or junk,

(b) shall not be lighted or extinguished on board such lighter or junk, and

(c) shall be returned to the tug from which they were obtained immediately after use.

154. Chain cable shall be used for anchoring or other- wise securing a lighter, provided that wire rope may be used for securing a lighter alongside a wharf.

155. No manhole or valve cover shall be opened and no loading or unloading shall take place on any lighter or junk unless the Master thereof is in full control thereof and is exercising personal supervision over such lighter or junk.
