(3) The loading of every lighter and junk with petroleum shall be under the direction of a responsible person, who shall, in respect of every junk, satisfy himself that no leaky or damaged receptable has been loaded.

(4) All ease oil carried on any junk shall be contained in barrels or drums or in tins in cases: provided that tins con- taining kerosene need not be enclosed in cases.

165. Every lighter shall be well and substantially con- structed with scantlings of ample dimensions in proportion to the size of the lighter.

166. Every lighter having its own means of propulsion shall be fitted with a heavy wood belting running fore and aft and as near the deck as practicable.

167.—(1) All tanks shall be of steel or iron and of a capacity not exceeding 150 tons. Any longitudinal bulkhead in a tank shall be perforated near the bottom.

(2) This regulation shall not apply to any tank carried in a junk and not exceeding one thousand gallons in capacity.

168.--(1) Sufficient space to admit of examination of every part of the tank shall be left between the hull and bulkheads of every lighter or junk and the sides or walls of every tank carried thereby and permanently fitted therein.

(2) If the tank is so constructed and fitted as to be capable of removal from the lighter or junk for testing under water pressure, the space between the hull and bulkheads of the lighter or junk and the sides or walls of the tank shall be sufficient to minimise as far as practicable the risk of damage to the tank in the event of collision.

169. The space between the bulkheads of every lighter or junk shall be of such capacity as will render it impossible for any petroleum leaking from one or more of the tanks carried by such lighter or junk to rise to a level higher than twelve inches below the deck.

170. Every tank not fitted with expansion trunks shall be fitted with an internal horizontal bar or other approved device or contrivance to indicate the level to which the tank may be filled in compliance with regulation 140.

171. Every tank shall be fitted with independent ap- proved suction pipes and valves or with standpipes with blank flanges for the discharge of the contents of the tank, and with manholes having screw-down covers with spirit-tight joints.

172. No stove shall be fitted, and no provision shall be made for making a fire by any means on any lighter or junk.

173. The motive power of every lighter having its own means of propulsion shall be provided by such means as shall he approved by the Government Marine Surveyor.

174. Every part of the engine and machinery of every lighter having its own means of propulsion shall be placed at the stern of the lighter and entirely separated from the cargo or tank space by a cofferdam consisting of two transverse spirit-proof bulkheads at least two feet apart.
