(ii) petroleum certified by the Government analyst or other competent officer of this or any other British Colony or possession to have a flash point above 150° Fahrenheit.

(b) tank ship means any ship conveying or intended to convey petroleum in bulk, but does not include a lighter or junk.

(c) "prescribed place" means one of the following places, that is to say-

(i) the wharf at Laichikok belonging to the Standard- Vacuum Oil Company.

(ii) the wharf at North Point belonging to the Asiatic Petroleum Company (South China) Limited.

(iii) the wharf at Tai Kok Tsui belonging to the Asiatic Petroleum Company (South China) Limited.

(iv) the wharf at Tsun Wan belong to the Texas Com- pany (China) Limited.

(d) Dangerous Goods Anchorage

means one of the

portions of the Harbour specified in regulation 23 of Table M of the regulations made under the Merchant Shipping Ordin- ance, 1899.

111. Every tank ship arriving in the waters of the Colony carrying bulk oil, and every ship about to load bulk oil, shall hoist by day a Red flag at the fore-truck and the flags R.K.O. of the International code at the main truck and shall show at night a Red light at a height of not less than twenty feet above the topmost deck, and shall keep such Red flag and International code flags flying by day and such Red light showing at night whilst any petroleum is on board, and, after the unloading of bulk oil, until the certificate referred to in Regulation 122 has been issued.

112. Every tank ship carrying bulk oil and bound for a prescribed place shall proceed direct thereto or anchor, and, until permitted by the Harbour Master to remove therefrom, remain at anchor in the Dangerous Goods Anchorage indicated hereunder as appropriate for that destination:--

118.-(1) No fire or artificial light shall be used on board any vessel carrying or about to load bulk oil having a flash point below 73° Fahrenheit or at or near any place where such bulk oil is being unloaded or loaded after the holds or tanks are first opened for unloading or loading until such holds or tanks are securely closed down, and, in the case of unloading, certified to be free from inflammable vapour in the manner prescribed by regulation 122.

(2) Paragraph (1) of this regulation shall not prevent— (a) the use of electric or other lighting, heating, cooking, or power apparatus so designed, constructed and maintained as to be incapable of igniting inflammable vapour and not used for supplying power for unloading or leading, or

(b) subject to the approval of the Harbour Master, the use of steam boilers, electric motors, or internal combustion
