engines for supplying power for unloading or loading: provided that such approval shall not be necessary if the unloading or loading is taking place at a prescribed place.
114.-(1) The holds and tanks of every tank ship carry- ing bulk oil shall be kept closed to the air, except so far as may be necessary for the unloading or loading of the contents thereof, so long as such ship is within the waters of the Colony.
(2) The upper opening of every ventilator connected with any hold or tank of a tank ship shall be covered with double fine brass wire gauze having a mesh of not less than 28 to the linear inch.
(3) Paragraph (2) of this regulation shall not apply to any ventilator which forms part of a ventilating system approved by Lloyds or a similar classification society.
115. All bulk oil shall be unloaded and loaded by means of hoses and/or steel pipes, and direct into storage tanks, and, so soon as any unloading is completed, the hoses and every pipe directly connected to the ship shall be emptied.
116. Except with the permission of the Harbour Master, no bulk oil shall be unloaded or loaded between the hours of sunset and sunrise, and, in any case where the unload- ing or loading is not completed by sunset, all necessary steps shall be taken by the master of the vessel from or into which the unloading or loading is taking place, or by the person in charge of the wharf where the unloading or loading is taking place, to prevent the escape of any oil which then remains in any hose or pipe.
117. No bulk oil shall be unloaded or loaded except at a prescribed place.
118. Every tank ship proceeding from the Western Dangerous Goods Anchorage to the prescribed place at Laichikok or to the prescribed place at Tai Kok Tsui shall pass to the north of Stonecutters Island.
119. So long as any tank ship is moored at or made fast to any prescribed place, two certificated officers of the ship, of whom one shall be a deck officer, shall remain on board.
120. No bulk oil, and no liquid containing any propor- tion of bulk oil shall be discharged into the harbour from any tank ship or from any prescribed place.
121. (1) Any berth at any prescribed place may be used for any of the following purposes, that is to say :-
(a) Unloading or loading of case oil in accordance with the provisions of Part XI of these regulations,
(b) Unloading of empty drums and other receptacles for conveyance to premises licensed for the storage of case oil,
(e) Loading bulk oil into bunkers, or
(d) Any other purpose,
so long as there is, at the time of such user, no vessel along- side such berth which is loaded with, or is about to load, or has recently unloaded, bulk oil.
