16. (1) Dangerous goods imported into the Colony by sea shall be landed in the following manner, that is to say :-

(a) All Category 1 dangerous goods shall be landed at a Government Gunpowder Depot; provided that quantities of safety cartridges and cartridges for small arms not exceeding 200,000 rounds in all and quantities of dangerous goods of Division 2 of Class 7 of Category 1 not exceeding 500 lbs. in all may be landed in the manner prescribed by sub-paragraphi (b) of this paragraph;

(b) All other dangerous goods shall be landed at the wharf, jetty, or other similar place adjoining or nearest to premises licensed for the storage of such goods and shall be conveyed from the importing ship to such premises by the shortest route and in such receptacles, cases, covers, wrappings as may be consistent with safety, and shall be stored in the licensed premises with all reasonable speed.

(2) If any owner or consignee of any dangerous goods fails to comply with paragraph (1) of this regulation, it shall be lawful for any police or Fire Brigade officer duly authorized by the Licensing Authority in that behalf to take possession of such dangerous goods and, at the expense of such owner or consignee, to convey them to and store them in such place as the Licensing Authority may direct.

17.--(1) No vessel carrying or about to load dangerous goods shall remain alongside any sea-wall, pier, jetty, wharf, or landing place longer than is necessary for the unloading or loading of the dangerous goods with all reasonable speed.

(2) In the event of the unloading or loading being for any reason suspended for inore than fifteen minutes before the unloading or loading is completed, such vessel shall forthwith proceed to a Dangerous Goods Anchorage.

(3) This regulation shall not apply to any vessel unloading or loading Category 1 dangerous goods at a Government Gunpowder Depot or unloading or loading petroleum at one of the prescribed places referred to in Parts X and XI of these regulations.

18. (1) So long as any vessel carrying any dangerous goods is in the waters of the Colony, all dangerous goods on board such vessel shall be stowed under hatches or covered with serviceable tarpaulins, and no smoking shall be allowed, and no naked lights shall be made or used on any such vessel, except where the dangerous goods are stowed under hatches on board a vessel which is not a lighter or boat.

(2) All explosives carried in or about to be loaded into any ship shall be packed in the manner prescribed by Part VII of these regulations.

19.--(1) No person shall move or cause or permit to be moved any Category 1 dangerous goods within the Colony except in accordance with the provisions of this Part and in accordance with a removal permit issued by the Licensing Authority.

(2) Every such removal permit shall be in the form set out in the Schedule to this Part
