14. No passenger ship carrying more than 20 passengers shall, within the waters of the colony, carry any dangerous goods of Class 5 of Category 1.

15. Except with the written permission of the Harbour Master, no dangerous goods shall be handled or worked upon, or loaded into or unloaded from any vessel between the hours of 7 p.m. and 5 a.m. during the period from the 1st April to the 30th September, inclusive, or between the hours of 6 p.m. and 6 a.m. during the period from the 1st October to the 31st March, inclusive.
