(4) The issue or renewal of every licence shall be in the absolute discretion of the Metals Controller.
(5) The Metals Controller may at any time in his absolute discretion suspend or cancel any licence, or vary the terms or conditions of, or cancel any condition of, any licence, by notifying the licence holder in writing of such suspension, cancellation or variation or by indorsing the same on the licence, and in particular and without prejudice to the generality of this power may cancel or suspend any licence if in his opinion the licence holder has failed to comply with any condition attached to the licence or has contravened any of the provisions of this order.
(6) Any notification in writing under sub-paragraph (2) or (5) may be given by sending the same by post to the licence holder at the address entered in his licence or by serving such notification on him at that address by leaving it with any adult male person appearing to the person effect- ing service to be employed in the business of the licence holder.
(7) Every licence shall be valid for the period stated therein subject nevertheless to the powers of suspension and cancellation conferred by sub-paragraph (5).
(8) Every application for a licence shall state the particulars for which provision is made in the form of application and shall be signed by the person making the application, or, in the case of a company or firm, by the secretary of the company or by the managing partner of the firm.
4.-(1) No licensed dealer shall, without the written permission of the Metals Controller, sell any metals at a price. exceeding the importer's price plus such percentage as is shown in respect of such metals in column 3 of the First Schedule to this order and no person shall buy or agree or offer to buy any metals at a price exceeding the price at which a licensed dealer is permitted to sell.
(2) The importer's price of metals brought into this Colony and sold by the importer prior to the date of this order shall be the price paid by the purchaser to the importer.
(3) The importer's price of metals brought into this Colony prior to, on, or after the date of this order, and not sold by the importer prior to the date of this order, shall be calculated by adding a percentage of two and a half per cent. to the landed cost.
5.-(1) No person shall buy from a licensed dealer any metals of any description except under and in accordance with a valid and subsisting permit from the Metals Controller substantially in Form C in the Second Schedule to this order.
(2) Every application for a permit under this paragraph shall be substantially in Form D in the Second Schedule to this order, shall state the particulars for which provision is made in the form and shall be signed by the person making the application or, in the case of a company or firm, by the secretary of the company or by the managing partner of the firm.
6.-(1) No licence holder shall have in his possession metals of any description specified in his licence except at
