Order.
I, the DIRECTOR OF SUPPLY, by virtue of the powers conferred on me by regulation 50 of the Defence Regulations, 1940, with the approval of His Excellency the Governor, hereby make the following order-
The Metals (Licensing, Usage and Price) Control Order, 1941.
1. This order may be cited as the Metals (Licensing, Usage and Price) Control Order, 1941.
2. In this order—

(a) 'importer" means any person who or firm which brings or causes to be brought any metals into the Colony;
(b) 'licensed dealer" or "licence holder means a person licensed to possess metals under paragraph 3;
(e) metals includes unmanufactured, semi-manufac- tured and manufactured metals and alloys of every descrip- tion, other than ores or scrap;
(d) Metals Controller" includes any person authorized by him or by the Director of Supply to exercise the powers conferred by this order upon the Metals Controller;
(e) “permissible quantity means a quantity of metals of any description or of several descriptions not exceeding three tons in all;
(f) "sale" or sell includes barter and also includes attempting to sell or offering or receiving for sale or having in possession for sale or sending or delivering for sale or causing or permitting to be sold, offered or exposed for sale;

()scrap means the residue of metals or alloys remaining or discarded after such metals or alloys have undergone any process of fabrication or manufacture, and includes cuttings, croppings, punchings, turnings, drillings and filings, and any metals or alloys obtained in or resulting from the process of breaking up any machinery, vessel or article which is constructed wholly or partly of metal or alloy;
(b) vessel" includes any ship or boat or lighter or any other description of boat used in navigation.
3-(1) No person shall have in his possession or under his control any metals of any description in excess of the permissible quantity unless he is the holder of a valid and subsisting licence in Form A in the Second Schedule to this order to possess metals of that description. Applications for such licences shall be substantially in Form B in the Second Schedule to this order.
(2) Every licence shall be subject to such conditions as the Metals Controller may from time to time determine and cause to be indorsed thereon or notified in writing to the licence holder.
(3) Every licence holder shall comply with every con- dition of any licence issued to him under this order, and any breach of any condition shall be deemed to be a breach of the provisions of this order.
