the place of storage specified in his licence: Provided that this sub-paragraph shall not apply to metals which are bond fide in transit or are on board any vessel for the bonâ fide purpose of transit for import or export.
(2) No licence holder shall have in his possession metals of any description specified in his licence in excess of the maximum quantity of metals of that description specified in the licence.
7. Every licence holder shall in relation to metals of any description specified in his licence--
(a) keep in respect of each place of storage specified in his licence full and accurate stock books and full and accurate accounts of all dealings;
(b) render to the Metals Controller during the first week of each month a return substantially in Form E in the Second Schedule to this order, signed by the person making the return or, in the case of a company or firm, by the secretary of the company or the managing partner of the firm, setting forth the particulars in respect of his stocks and transactions during the preceding month in each place of storage for which provision is made in the form and, if so required by the Metals Controller, produce for his inspection any books or documents relating to such stocks or transactions.
8. Every licence holder shall produce his licence on demand to the Metals Controller or any person authorized by him in writing to demand the production of licences.
9. The Metals Controller or any person authorized by him in writing so to do may at any time enter any premises in which he or such person, as the case may be, has reason to believe that there are metals and may inspect any metals and call for and inspect any accounts or documents relating thereto.
10. No person shall remove metals from any vessel in which they have been imported, or from any aerodrome at which they have been landed on importation, except under and in accordance with a valid and subsisting permit from the Metals Controller substantially in Form F in the Second Schedule to this order.
11.-(1) No licence holder shall move or permit the removal of any metals in his possession from any place, or shall use or dispose of metals so moved, except under and in accordance with a valid and subsisting permit from the Metals Controller substantially in Form C in the Second Schedule to this order: Provided that this paragraph shall not apply to the moving of metals under a valid and subsisting permit issued under paragraph 10 of this order: And provided further that, if a permit has been issued to a licence holder under this paragraph to dispose of metals to another licence holder at a named place, this paragraph shall not operate to require the licence holder by whom the metals are acquired to obtain a permit for their removal to such named place.
(2) The Metals Controller may in his discretion require that an application substantially in Form D in the Second Schedule to this order or in such other form as he may direct shall be submitted to him before the issue by him of a permit in Form C.
