Executive
Article 55 describes the composition. of the
Council. Legislative Councillors, principal
officials and public figures may serve on it. Present links
between Executive and Legislative Council through dual membership are very strong and all members appointed recently
have come from the Legislative Council.
It contains few representatives of the business community
who are SO vital to Hong Kong's prosperity. Nor does it
contain representatives who are especially knowledgeable about
China.
It does not contain persons who will not accept the
concept of collective responsibility and confidentiality, nor
those who have advocated the removal of China's leaders and who
openly advocate democracy in China.
In the past, the object of
of having Legislative Council
members on Executive Council ensured that policies introduced
by the executive would be generally supported in the
legislature. This can no longer be guaranteed. Moreover, for
Executive Council to attempt to represent all conflicting voices will simply transfer
dissent and division of the
legislature into Executive Council.
The Business and Professionals Federation's view is that
there is a need to strengthen representation on Executive
Council from those sectors which are SO important for the
future prosperity of Hong Kong by the addition of one or two
members from the business community.
Hong Kong has advisory committees which play a key role in
policy formulation. In a move to strengthen the Executive,
closer links could also be formed between the Chairmen of these
policy committees and Executive Council.
