The principles on which Hong Kong is to be governed from

1997 are set down in the Basic Law.

The Business and

Professionals Federation believes that, provided the Basic Law

is implemented to the full, Hong Kong will have a stable and

prosperous future. Attempts to change the Basic

Basic Law will be

strongly opposed by China for understandable reasons.

The Basic Law advocates an Executive-led Government. Hong

Kong's political development should converge with the Basic

Law.

The present political situation lacks precision, with no

group or party in a dominant position. This affects the

working relationship between the Executive and the Legislature

and the effectiveness of the Government.

For the next few years it is likely that the present

plurality of power centres will continue.

In those

circumstances, it is important that the authority of the

Executive Council should not be further undermined and its

composition lead to further controversy.

Article 59 of the Basic Law says "the Government of the

HKSAR should be the executive

authorities of the

Region,
