However we will again need to monitor the likely numbers as 1997 draws closer.

(f) Entry clearance applications

We hope that HKID will make every effort to resolve all outstanding EC applications before the BCG takes this function over. This would avoid any confusion and delays. The exact method of taking this function over will have to be carefully thought out nearer the time.

(g) Transfer of records to FCO Library and Records Department No answers yet, we will get back to you on this one.

We agree that, as some functions are to be taken over before the transfer of microfilm records (which you advise us could take place in April 1997 at the earliest) a system will be needed to enable the Consulate staff to have access to this material. Entry clearance staff would need access to the microfilm records listed at (1)4 of annex 1, so paragraph 4 of your letter of 8 October should include function (1) as well as functions (4) to (8) in your appendix.

7. You ask whether it is still our intention to send a DS officer to Hong Kong, prior to the transfer of functions to the BCG, in order to sift your UK-related policy and procedure files. We certainly see advantage in sending out a senior DS officer well in advance of 1997 to prepare for the transfer and to act as a coordinator between you, us and the BCG. However these are still early days and no firm decision has yet been taken on when such a person should arrive in Hong Kong.

8. Finally, in your letter of 8 October and in the supporting annexes there is mention of a document called an SCNI. No one here has heard of such a document. Could you please clarify for us what this is?
