1. Francis Cheung's letter of 8 October to HKD proposes changes to the timetable in Annex D of our review. This may be HKID's negotiating position or it may reflect discussions with MVD/NTCD/Consular Department. Comparing the proposals against our recommended timetable the Consular functions (other than for BN(O)) are advanced at least 3 months; the visa/ECs advanced by 5 months, and BNO(O) passport issue by 1 month. If the proposals are accepted there will be resource implications for the FCO.
2. It will be interesting to know whether HKID's proposals are accepted. Also whether our visa issuing posts will cease issuing visas for entry into Hong Kong at the same time HKID stops issuing UK visas on behalf of HMG.
