Transfer of Consular/Immigration related functions and documentation from HKG to British Government control

The attached letter from Francis Cheung in HKID to John Woodrow in HKD is a crucial document in that it lays out HKG's proposals and timetable for the transfer of Consular/Immigration/Nationality responsibilities to ourselves. The proposal is based on the assumption the Consulate-General building will be operational by
mid-1996.

2. There are clear staffing implications. If London accept these proposal, UK and LE staff must be in post and trained in our methods by the beginning of October 1996 to handle Entry Clearance and Consular work and the transfer of related documentation. There must also be a relatively swift build-up of staff between October 1996 and April 1997 when, according to this schedule, HKG will have handed over all responsibility for
Consular/Immigration/Nationality matters to the British
Government.
3. The MRS Review recommended staffing as follows
