I'm I have asked OED about the points Mr Hum raisedom no Envinced. in his worthwhile in minute of 15 February. They had the following to say; Sing. Ca me

(i) Cost savings. The cost saving of dispensing with the link between the Consulate General building and the British Council will be about £150,000. Although Hong Kong saw the lack of one as a design weakness at an earlier stage, the removal of the multi-functional hall (to which both sides would have wished easy access) has removed the primary reason for needing a link OED recognised that ideally it would be desirable to have a link, but the deletion does represent substantial savings and BTC have told us that they would not die in a ditch to reinstate this particular part of the plan.

(ii) The British Council contribution to extra building costs. OED are looking at what might be feasible in securing a British Council contribution to the extra building costs.

They will

put up recommendations in the submission that they are now preparing (and which they will clear with us).

(iii) Further submission. OED take the point that the submission needs to go forward as soon as possible.

But they have been held up because the quantity surveyors have not at the time of drafting this minute supplied them with final estimates for the cost saving measures. They say that it is this that is holding up the submission - they are not delaying it until after Mr Goodlad's visit to Croydon. They hope to show us their draft later this week.
