You will recall that Farrell's original competition scheme did not include a first floor link between the two buildings. One was introduced at a later stage to increase the potential for use of the multi-purpose hall by the BC-G. Now that the multi-purpose hall is no longer to be provided there is little justification for a dedicated first floor link: The Coordinating Committee are content with this omission 360 Annex B of Alor Smith's October report. Movement between the two buildings will still be under cover but at ground level through the respective adjacent main entrances.
