1. As we agreed when we met on 10 February, I have briefed Mr Ricketts and Mr Hum on the instructions now given to Farrells and the other matters discussed at that meeting. (I attach a copy of my minute of 11 February.) I thought that you would like to be aware of reactions at this end, and I now attach comments from Mr Morris, Mr Ricketts and Mr Hum.

2. On Mr Hum's minute of 15 February his (i); I have a figure in Hong Kong dollars for deleting the connection betweeen the Consulate building and the British Council - I would be grateful if someone in your department could confirm for me the sterling figure. As I understand it, deleting the link is an important step in making the necessary savings. Is it inevitable that the link should go?

3. On Mr Hum's (ii) I believe this is a point which RMD have been pursuing - we need to consider how to approach the British Council on this tricky subject.

4. On Mr Hum's (iii) I am not sure how firm your timetable is for putting up the submission and to what extent this depends on technical details which have to be put together.
