1. I am copying to you Graham Harris' letter of 10 February which includes a draft along the lines you requested in your letter to me of 22 January. It would be helpful to have any comments you may have on this by 10 March. I shall be putting up a submission asking the Secretary of State to write to the Home Secretary to ask his colleague to agree in principle to write to the incoming Minister of Justice about Saniman once a new French government is formed. If we get agreement, I will then, with the advice of our departmental Legal Adviser, prepare a draft to be sent to the Home Secretary together with an annex along the lines you suggest. I will need to have all this in place by the time I leave for a familiarisation trip to Hong Kong on 17 March.
