I am writing to round up the correspondence on the Saniman case. As you will know, neither Sir Nicholas Lyell nor Sir David Gillmore (Permanent Under-Secretary here) was able to raise the case when in Paris, although Sir John Coles did so with Levitte of the Quai d'Orsay in January.

It has since been agreed in correspondence between London, Paris and Hong Kong that the best tactic is now to hold fire until the appointment of a new French government after the elections in March and to make a strong approach thereafter.

I will keep a personal eye on the matter.
