BN(0) Passport Application Forms

Contradictory Information

I attach herewith a message we received from our Toronto Office. You will see that Ottawa seems still unclear about which form to use.

It is very clear from para 2 of DSP Consular Volume 2 Part I (Appendix 27) (Part 2) that forms BN (0)-A, -B, -CAF are to be used in overseas BN (0) passport applications. These forms should be ordered direct from 'The Clerk of Stationery, Passport Office, Clive House, Petty France, London SW1H 9HD' I should be grateful if you would clarify with Ottawa.

There are very large numbers of HKBDTCS in big cities in North America and Australia. It will be very useful and much more convenient for overseas BDTCS if application forms and information leaflets are available from all your consulates or representative offices, although not all of them can receive applications. Our overseas offices will also be happy to help with the distribution of application forms. If you agree, I will ask our overseas offices to approach your posts that process BN (0) applications for application forms.

We will shortly direct more publicity at overseas BDTCS and will ask local residents to inform their relatives and friends residing overseas of the phased registration programme. We are sure that more BDTCs will seek information overseas and ask for application forms. It will look very bad if the press continues to discover contradictory statements made by overseas posts and Hong Kong. I should be grateful if things could be cleared urgently. We are happy to offer any assistance you need. Please also keep me posted of your communications with Ottawa co that I know when to ask our Toronto Office to talk to the Chinese press.
