I attach self-explanatory papers from Hong Kong highlighting a further technical problem in implementing this programme in Canada. Could NTCD take action with ottqwa?

On Miss Ho's suggestion that Hong Kong Government officers in North America and Australia should, in addition to our Embassies and High Commissions, be a contact point for application forms for registration under the programme, I assume you have no problems. May I therefore tell Miss Ho to proceed as she suggests in her third paragraph?

Hong Kong are evidently concerned that other posts may have the same teething problems that have already been evident in Canada. Do you think it is worth reminding posts about the guidelines for the phased registration programme? Perhaps the request for monthly statistics on applications received under the programme (my minute to you of 20 August) would be a vehicle for such a reminder. Grateful for your views.
