Hong Kong SAR Re-entry Permit (REP)
REPS are valid for five years and permit holders to travel between Hong Kong, China, and Macau. The "Easy Travel Scheme", introduced in 1988, enables adults with permanent identity cards (or ordinary identity cards with the *** symbol) to travel between Hong Kong, China and Macau using only their identity cards. As a result, only a few people still require REPS. After 30 June 1997, these people will need HKSAR travel documents equivalent to the REP.

We propose
(a) eligibility
The following people should be eligible for HKSAR travel documents equivalent to
the REP
(i)
permanent residents of the Hong Kong SAR and persons on
unconditional stay in the Hong Kong SAR who cannot obtain a national passport (other than those
described in (ii), (iii) and (iv)
below) and do not hold travel
documents of other countries or
territories. Most of these will be Chinese citizens with right of abode in the HKSAR;
(ii) holders of HKSAR passports;
(iii) holders of BN (0) passports who are
Chinese citizens and who do not
(iv)
hold national passports or travel documents of other countries or territories (these persons will
have the right of abode in the Hong Kong SAR); and
holders of British Overseas citizens passports, British Subjects passports and British Protected Persons passports wholly or partly of Chinese race who are on unconditional stay here and who do not hold national passports or travel documents of other countries or territories. Most of these persons will have the right of abode in the Hong Kong SAR.
