DIS are valid for seven years for travel to all countries and territories, including China and Macau. They are issued to people who cannot obtain national passports or travel documents of other countries or territories. These people are either
(a) temporary residents, whose stay in Hong
Kong is limited by the Director of Immigration; or
(b) people who have been granted
unconditional stay, but who do not have the right of abode in Hong Kong.
After 30 June 1997, they will probably need a HKSAR travel document equivalent to the DI.

We propose
(a) eligibility
The following people should be eligible for HKSAR DIS, if they cannot get national passports or travel documents from other countries or territories
(i)
temporary residents whose stay in Hong Kong is limited by the Director of Immigration. They will
comprise -
Chinese immigrants arriving on
one-way permits;
illegal immigrants (mainly ethnic
Chinese) permitted to stay on
exceptional humanitarian grounds;
displaced persons from Indochina
who have been granted temporary
residence in Hong Kong; and
