HKSAR Certificate of Identity (CI)

CIS are valid for ten years for travel to all countries and territories except China and Macau. Since 1 July 1987, CIS have been issued to people who have right of abode in Hong Kong, those who hold a Hong Kong permanent identity card, and those who cannot obtain national passports or travel documents of other countries or territories. They will be valid, beyond 1997, for ten years from the date of issue.

Most CI holders are ethnic Chinese who will almost certainly be Chinese citizens under the Chinese Nationality Law. They should, therefore, be able to acquire HKSAR passports after 30 June 1997. However, stateless persons with the right of abode in the HKSAR, who cannot obtain national passports or travel documents of other countries or territories, will need HKSAR travel documents equivalent to the CI.

(a) eligibility

After 30 June 1997, the following persons should be eligible for HKSAR travel documents equivalent to the CI -

(i)

non-Chinese CI holders who have right of abode in the HKSAR and who cannot obtain national passports or travel documents of other countries or territories; and

(ii) other stateless persons who have

right of abode in the HKSAR and who cannot obtain national passports or travel documents of other countries or territories.

(b) re-admission into HKSAR : No restriction

at any time.

(c) validity: ten years.
