The Minister has seen Mr Hewitt's submission of 5 May. He agrees the recommendation.

The Minister is due to leave for a visit to Hong Kong on the evening of 28 May. But he would be happy to offer Lee Kuan Yew lunch (either an informal lunch at his home or a more formal affair in the Locarno Room or at Lancaster House if the funds could be found for this), or a call earlier in the day if this would be appropriate.
