Seafarers who are not HKBDTCS Both the HKSCNI and HKSIB are issued in accordance with International Labour Convention (ILC) No. 108, After 30 June 1997, because of its explicit reference to British nationality, the HKSCNI will cease to be valid. Seafarers in the HKSAR will need a HKSAR travel document similar to the HKSIB, the HKSAR SIB.
PROPOSAL

The British side proposes:
(a) Eligibility:
As from 1 July 1997, the following persons should be eligible for the HKSAR SIB:
(i)
(ii)
Seafarers who are Chinese citizens and who either have right of abode or are on unconditional stay in the HKSAR; and
Seafarers who are not of Chinese nationality, who either have right of abode or are on unconditional stay in the HKSAR, and who cannot obtain national passports or travel documents of any other state or region.
(b) Re-admission to the HKSAR:
No restriction during the validity of the HKSAR SIB and up to 12 months after the expiry date.
(c) Validity:
Ten years.

The HKSAR Government should issue the HKSAR SIB in accordance with ILC No. 108. At JLG VIII in November 1987, the British and Chinese sides agreed on the continued participation of Hong Kong in the International Labour Organisations (ILO) and the continued application of ILCS to Hong Kong after 30 June 1997. The British and Chinese Governments communicated respectively to the ILO a declaration to this effect. Seafarers holding HKSAR SIBS issued under ILC No. 108 should be able to enjoy facilities stipulated in that convention.
