By virtue of the memoranda on the HKSIB exchanged between the British and Chinese sides in September 1992, the Hong Kong Government will issue HKSIBS up to 30 June 1997 and these HKSIBS will remain valid beyond that date until their expiry dates. After 30 June 1997, some seafarers holding valid HKSIBS may choose to get HKSAR In that case, they will have to surrender their HKSIBS in exchange for HKSAR SIBS.
