If the "Easy Travel Scheme" continues after 30 June 1997, most persons listed in paragraph 2(a) will hold either HKSAR permanent identity cards or ordinary identity cards bearing certain symbols on which they can travel between Hong Kong, the Mainland and Macau. following persons will continue to need the HKSAR REP:

But the

persons who have lost or damaged their identity cards and need to travel before they can get replacements;

persons exempted from holding identity cards due to old age or infirmity;

holders of HKSAR permanent identity cards issued outside the HKSAR; and

children aged under 11 (because they probably will not hold identity cards or, if they are to hold identity cards, the cards will probably bear no photographs).

By virtue of an agreement reached between the British and Chinese sides at JLG XXIV in September 1992 and subject to

an exchange of memoranda, the Hong Kong Government will issue HKREPS up to 30 June 1997 and these HKREPS will remain valid beyond that date until their expiry dates. After 30 June 1997, some persons holding valid HKREPS may choose to get HKSAR REPS. In that case, they will have to surrender their HKREPS in exchange for

HKSAR REPS.
