The British side therefore proposes to introduce a Bill to localise
the provisions of the Nuclear Installations Act 1965, the Congenital Disabilities (Civil Liability) Act 1976 and the Energy Act 1983 as applied to Hong Kong by the Nuclear Installations (Hong Kong) Orders 1976, 1983 and 1986. The Bill will impose on the operators of nuclear installations anywhere in the world a duty to ensure that no occurrence in relation to nuclear material being carried to or from a nuclear installation or on behalf of the operator which takes place within the territorial limits of Hong Kong causes injury to any person or damage to any property of any person other than the operator, being injury or damage arising out of or resulting from the radioactive properties of the nuclear material being carried.

As required by the Convention, the Bill will impose on all persons responsible for the carriage of nuclear material in Hong Kong the duty to ensure that no occurrence involving that material causes injury or damage result of the radioactive properties of the material.
