It is appropriate that this proposal be the subject of consultation with the Chinese side since the proposed legislation is designed to implement international obligations which apply to Hong Kong
and which will to the Hong Kong Special Administrative

The proposed legislation will confer on an
authority in Hong Kong powers formerly held by an authority in the United Kingdom in that the Governor will be
empowered, without the approval of the Secretary of State,
