Public processions
7. The definition of "procession" is amended so that a meeting held
in conjunction with a procession is governed by the provisions
relating to processions (clause 3).

Generally speaking, similar provisions are applied in respect of
public processions as apply to public meetings (new sections 13 to 15
at clause 7).
9. As regards exemption, processions of 30 persons or less are
exempt from the Ordinance (new section 13 (2) at clause 7).
Appeals and offences

Section 16 is amended to -
(a)
provide a right of appeal against any condition
imposed by the Commissioner of Police;
(b)
restrict the general right of appeal to persons
connected with the organization or conduct of the
event (clause 7).

Breach of a condition imposed by the Commissioner is not per se
to be an offence (clause 9).
12. It will be an offence for publicity to be given to a proposed
event within the first 24 hours of its notification to the
Commissioner under the Ordinance (new section 17A (1) (d) at clause 9).
13.
The presumption under section 17A (4) against persons charged
with certain offences under the Ordinance is repealed (clause 9 (b)).
Others
14. Clause 2 amends the long title to the Ordinance to include
reference to processions.
