3. The Russian proposal to build a memorial and to hold services for

KAL 007 victims at Nevelsk.

3.1

The KAL 007 Bereaved Families appreciate the Russian Government Proposal to build a memorial to KAL 887 victims at Nevelsk.

The KAL 887 Bereaved Families do not object to a memorial that the

Russian government proposes to build at Nevelsk.

3.3 The KAL 007 Bereaved Families can not contribute to the construction

and maintenance of this memorial.

3.4 The KAL 007 Bereaved Families agree to form a committee ("The

Committee") with members from Korea, the United States and Japan.

3.5 The Committee will consider for approval any plans for a proposed

memorial at Nevelsk.

3.6 The Committee will also consider for approval any plans for a

proposed memorial service at Nevelsk.
