4.i The XAL 087 Bereaved Families conclude that the Soviet Union

deliberately ignored the recovery and return of human remains and

personal belongings.

4.2 This deliberate act is a human rights violation.

4.3

We strongly request that the Government of Russia undertake an

operation to recover any human remains at the crash site.
