Continuous gamma peasurement results at eight off-site monitoring points at 3-hourly intervals; and

iii) Continuous gamma measurements results at AS1,

AS2 and AS3 of the GNPS. Information is to be sent to the Hong Kong side at 5-minute intervals which we understand are the normal data collection frequency at these stations. Sending data to the Hong Kong side using the same frequency would avoid additional work to be carried out by the Guangdong side to extract data etc. It would also enable the Hong Kong side to have an understanding of the prevailing background values and their diurnal variations, and to perform regular assessments as part of the on-going training of staff of the Observatory.

greater technical co-operation between the sides in normal times should be promoted through the organisation of joint exercises and attachments to achieve a better understanding of each other's situation and to better prepare ourselves for emergency situations.

For the reasons explained in para. 1 above, and to enable us to promptly respond to an emergency situation and implement appropriate safety measures to protect the Hong Kong public, the Hong Kong side must be notified as soon as the plant enters a standby emergency situation, and kept informed of the situation as it develops.

a) Plant Conditions

It is proposed that once the plant enters an emergency situation, the GNPS or the Guangdong Government should send to us directly by fax the following infomation:

(1) The times of occurrence and the nature of the

incident, and if appropriate, the actual location of the incident.

(2)

The facilities or activities involved.

(3)

(4)

The estimated or established cause for or foreseeable development of the incident.
