Annex C

Proposed Arrangements for Normal Times. Plant Incidents, Emergency Stand-by, Plant, and On-Site Emergencies

Normal Times and Plant Incidents

As you know, any occurrence on a nuclear site can be turned into a media sensitive subject. Insignificant events may be quickly exaggerated and distorted into disastrous proportions if they are not refuted immediately with correct facts and information promptly released by the responsible government(s)/agencies. It is therefore of paramount importance that the Hong Kong Government should be informed as soon as possible of any incident at the plant so that it is in a position to stop the spread of rumours and to ease public concern. The regular exchange of meteorological and radiological data between the two sides during normal times would further help to assure the public that there is close co-operation between the two sides at all times.

Accordingly, we propose that:

a) the Hong Kong side should be informed in the first

instance by the Guangdong Power Plant or the Guangdong Government of any incidents at the plant which may cause public concern;

b)

direct telephone and fax links should be

established with designated contact units/persons for all times to enable the two sides to:

i) verify rumours;

ii)

work out a co-ordinated public relations strategy regarding incidents that have occurred or in response to rumours; and

iii) clarify or establish the cause of elevated

readings that may be recorded at any of the Guangdong and Hong Kong monitoring stations.

the following meteorological and radiological data should be sent to the Hong Kong side during normal times:

i)

Meteorological data at nine off-site automatic weather stations, and at the meteorological tower and surface weather station of the GNPS, at 3-hourly intervals, the same as the current interval for exchange of other meteorological data;
