In Hong Kong, there is no legislative provision providing for school leaving age.

However, under the Education Ordinance, the Director of Education has the power to enforce school attendance of children under the age of 15 who have not completed Form 3. Nine years of free education is provided to all school-aged children.

The Employment of Children Regulations made under the Employment Ordinance prohibit the employment of any person under the age of 15 in all economic sectors, except that in certain circumstances and subject to stringent conditions, children who have attained the age of 13 may be employed in certain non-industrial occupations. The types of employment and the conditions thereof depend, among other things, upon whether or not the child has completed Form 3 of secondary education.

The Women and Young Persons (Industry) Regulations, which are also made under the Employment Ordinance,

Ordinance, prescribe the general conditions concerning the working time, shift work and rest days for women and young persons in industrial undertakings.

The Hong Kong Productivity Council was established by statute in 1967 to promote the increased productivity of industry in Hong Kong. It provides a variety of training programmes, industrial and management consultancies and technological

Through an integrated range of multi-disciplinary services, it provides assistance to manufacturers in enhancing existing production techniques and methods of work as well as in introducing new technologies for industrial application. The council maintains close liaison with regional productivity promotion organisations such as the Asian Productivity Organisation and Technonet Asia which provide training opportunities and expert services to Hong Kong.
