To cater for the needs of the commercial and service sectors, the council has set up the Insurance Training Centre, the Electronic Data Processing Training Centre, the Banking Training Centre and the Wholesale/Retail and Import/Export Training Centre. These centres provide both basic as well as upgrading courses for employees at all levels in their sectors. The Management Development Centre of Hong Kong, which started operation

The Seamen's Training Centre set up in Tai Lam Chung provides training to serving local seamen and new recruits to enable them to meet the mandatory standard required by the International Convention on Standard of Training, Certification and Watchkeeping for Seafarers.

Formal apprenticeship schemes were promoted in industries for training technicians and craftsmen, while traineeship schemes were introduced for the

training of supervisory and clerical personnel in the commercial sectors. The Training Course Subsidy Schemes operated by the Vocational Training Council are also popular with the commercial sectors.

To ensure that Hong Kong will have an adequate supply of well trained engineers, the Vocational Training Council operates the Engineering Graduate Training Scheme to assist engineering graduates in obtaining professional status. Employers participating in the scheme are required to provide supervised practical training to a standard acceptable for the corporate membership of the major engineering professional institutions. As an incentive to both employers and trainees, the council subsidises the salary of trainee in the scheme for a period of 18 months.

Training Authorities

The Clothing Industry Training Authority and the Construction Industry Training Authority are statutory bodies set up in 1975 to establish and operate

operate training centres for their respective industries. The former collects a training levy based on the export value of clothing items and the latter collects a levy based on the value of construction works exceeding HK$1 million. Three construction industry training centres and two clothing industry training centres are in operation.

Apprenticeship Scheme

The Apprenticeship Ordinance provides a legal framework for the training of craftsmen and technicians. It requires an employer to enter into a contract of apprenticeship when engaging a person aged between 14 and 18 in any one of the 42 designated

designated trades specified under the ordinance, unless that person has completed an apprenticeship in the trade. The contract must be registered with the Director of Technical Education and Industrial

Industrial Training. Contracts for apprentices engaged in non-designated trades or for apprentices aged over 18 and engaged in designated trades may also be registered voluntarily with the director.

The Apprenticeship Section of the Technical Education and Industrial Training Department is responsible for administering the Apprenticeship Ordinance. Its duties include advising and assisting employers in the training and employment of apprentices, ensuring that the training is properly carried out, helping to resolve disputes arising cut of registered contracts, and co-operating with educational institutions to ensure that apprentices receive the necessary complementary technical
