The Vocational Training Council, the two training authorities and the Hong Kong Productivity Council are tripartite in composition. Their members also include persons who have a special interest industrial training and technical education.

QUESTION III
The application of the legislation mentioned in the answer to Question I is entrusted to the various authorities mentioned in the answers. Details of the organisation and working of inspection by the various authorities concerned are given in the various annual departmental reports, copies of which are supplied to the International Labour Office, and in some cases also in the reports on the application of International Labour Convention.

· No decisions have been given by courts of law or any other courts involving questions of principle relating to the application of the convention.
QUESTION Y
The practical application of the convention is undertaken as far as possible within the limit of the economic and social conditions existing in Hong Kong,
and where in some cases there are no legislative measures to give effect to certain provisions of the convention, the spirit of such provisions is observed through administrative measures.
QUESTION VI
Copies of this report have been sent to the Labour Advisory Board on which employers' organisations and trade unions are represented and, through the United Kingdom Department of Employment, to the Confederation of British Industry and the Trades Union Congress of Great Britain. No observations regarding the application of this convention in Hong Kong have been received from any organisations of employers or workers during the period under review.
