3. Ms Barrett also points out (paragraph 6) e implications of this interpretation for the Dependent Territories which have yet to ratify the London Amendment. Am I correct in thinking that their position will be as set cut in FCO telno 1761 to Hong Kong (copy attached for ease of reference)? If so, we should presumably alert them to the fact that they will need to supply appropriate date to the Secretariat by 31 March 1993 to show that they are complying with the provisions of the amended Protocol.
