I have seen Mrs Hogwood's helpful minute of 12 January

commenting on mine of 8 December. On the assumption that a

formal decision on Taiwan would not be taken until the next

Conference of the Parties during the Autumn, there is some time

in which we could aim to get our EC Partners to agree a common

line. A common line was indeed reached in the EPC Asia Working

Group some weeks ago, but in a sense it was a minimalist line,

no doubt partly because the EC Regulation does not help. I am

therefore in favour of taking action now with the Commission on

the lines proposed by Miss Barrett in her minute of 18 January.

No doubt this would also need to be cleared with our Partners in

some forum, either the Asia Working Group or possibly (I think more appropriately) in an Environmental Working Group. I suspect that we cannot rely on the Danes to get this right and we may need to offer informally to continue to take a lead. I

assume that there is no chance of agreeing to amend the EC Regulation to bring it into line with the Protocol's wording? That would put us more easily into the US position and save a

lot of angst.
