1. I enclose an extract on Hong Kong from the 1993 Amnesty International Report. We have been asked by Human Rights Policy Department to canvass comments from posts. I expect that you will already have received a copy of this direct and may have fed in any comments directly to Amnesty. If so I would be happy simply to report this to HRPD. But if you have anything you would like us to tell them (and through them, Amnesty) I stand ready as a conduit (!)

Our view, for what it is worth, is that Hong Kong came out all right (although it would be factually more accurate for Amnesty to have said "involuntary" rather than "forcible" repatriation of VBPs).
