You may have seen in the press references to the 1993 they will have).
Amnesty International report (covering calendar year 1992), which was published on 8 July. The entries on countries where the situation is evolving rapidly are out of date. Nonetheless, the report provides a very useful snapshot of the state of human rights in 161 countries. submitted to Ministers and Under-Secretaries on the report as a whole. I now attach extracts relevant to your Department.
2. I should be grateful if you could pass these extracts to posts and ODA Departments with an interest in human rights. We would be interested in seeing copies of any comments which posts may have. Under-Secretaries have seen our submission, but have not seen the report itself.
You may wish to show any passages of special interest to them.
3, The section on the United Kingdom concentrates on Northern Ireland and on cases of miscarriages of justice. I attach a copy which you will wish to send to posts, who often reeive enquiries from local contacts. It does not break new ground, and the Home Office and the Northern Ireland Office do not intend to respond formally. However they are providing
defensive briefing, which we shall use in drawing up a guidance telegram to issue shortly.
