Subject: Study Group III Questionnaire on the
accounting rates for the international automatic telephone services

CCITT Study Group III has devoted a considerable effort during this study period in developing draft Recommendation D.140 conceming accounting rate principles for intemational telephone service. This Recommendation D.140 has been approved by CCITT on 1st October 1992 (see Report COM III-R 28 and CCITT Circular No. 169).

The Recommendation D.140 contains several principles and among them it recommends that information relative to accounting rates for the intemational automatic telephone service should be made available on a voluntary basis to the Director of CCITT in an aggregated format, in accordance with the guidelines set out in Annex 2 to assist CCITT studies into accounting rate movements.

Annex 2 of Recommendation D.140 is reproduced as an attachment to this Circular.
As it is indicated in Annex 2, administrations/RPOAS have the choice between two patterns to provide information. One is the stribution and movement of automatic telephone accounting rates (see Appendix 1 to Annex 2) and the other is global accounting rate percentage movement (see Appendix 2 to Annex 2).

Whether administrations/RPOAS choose one or another pattem, the information provided will remain confidential to the CCITT Secretariat. Consequently, the replies received will be treated In such a way that your Administration/RPCA's name, number of relations or number of traffic minutes do not appear in the final presentation format. The replies will be summarized
