Several million dollars worth of smuggled ivory

sculptures, said to have come from Bangkok via Hong Kong, were

seized by the Keelung Customs on 24 Oct (CT 27 Oct).

Taiwan External

Vincent Siew, Chairman of the Council of Economic Planning and Development, represented Taiwan at the APEC Meeting in Seattle. This was in accordance with arrangements agreed

with the USA that the US President would address the invitation

to President Lee for Taiwan to be represented at the meeting,

while Siew would be Taiwan's representative (LT 22 Sept).

Vincent Siew called on the USA to sign a free trade pact with Taiwan similar to the North American Free Trade

Agreement (EDN, UDN 25 Sept).

A report released by the US Congress Office of Technology Assessment noted media reports that Taiwan as well as the PRC had been reported to be developing biological and chemical weapons (Commons Daily 23 Sept).

The Council of Agriculture announced that it hoped to complete revision of legislation to curb rhinoceros horn smuggling within a year (EDN, IMP 24 Sept).

According to EDN (24 Sept), in a message to the annual USA-ROC Economic Council Meeting held in South Carolina, President Clinton praised Taiwan's political and economic achievements, calling for more American participation in Taiwan's development and welcoming tariff reductions and progress in protecting intellectual property rights on the part of Taiwan; also commenting that the people of Taiwan had succeeded in building a more open and democratic society.
