To ensure that the map of HKSAR's boundaries to be published by the State Council reflects the interests of Hong Kong.

To obtain agreement from the Chinese for Hong Kong to implement its own extradition and mutual legal assistance (MLA) arrangements in criminal matters and to negotiate with foreign jurisdictions arrangements on MLA and extradition which will last beyond 1997.

Seven rounds of expert talks held with the Guangdong Provincial Government. The Chinese side have insisted that the talks were on the boundaries of administration between Hong Kong and Guangdong and not the boundaries of HKSAR. We will need to work out ways to translate the agreement into the HKSAR's boundaries. Conditional deal on Deep Bay, Mirs Bay and sea boundary arrived at the last round. To discuss land boundary in the coming round.

Extradition agreements signed with the Netherlands and Canada and initialled with Australia and Malaysia. Negotiations begun with U.S.A. Second round of negotiations to be held with the Philippines, India and possibly Germany. Negotiations with other countries sought. The Chinese side have agreed to the Model Agreement on MLA. Formal approval to start negotiations with the initial list of countries awaited.
