Contingency Plan relating to Guangdong Nuclear Power Station at

Daya Bay

To ensure the Legislative Council votes funds for Hong Kong's contribution to the cost of the garrison.

To have an effective contingency plan in place prior to the commissioning of Guangdong Nuclear Power Station. Cross border liaison with the Chinese side is essential to ensure that China and HK's plans are fully compatible and of a high and internationally accepted standard.

Despite heavy investment in building up the Police and the GFS to take over garrison responsibilities, the size of Hong Kong's contribution to the cost of the garrison is diminishing only slowly. And the run-down of the garrison will not quickly produce significant savings. To avoid opposition in Finance Committee, we must continue to show a declining cost profile.

A second delegation meeting of the cross-border talks on contingency arrangements for the Daya Bay Nuclear Power Station was held on 20-22 September. The problem of confidentiality was finally resolved at the meeting. A Memorandum of Understanding (MOU) was signed with the Guangdong authorities on the arrangements for information exchange and co-operation in the event of an off-site emergency at Daya Bay.

The Guangdong side also agreed at the delegation meeting that the expert groups should meet again in mid-October to discuss on-site issues.
