Licensing Framework for Satellite Television Broadcasting from Hong Kong

To revamp the existing licensing framework to make it more attractive and user friendly to international satellite TV broadcasters so as to maintain Hong Kong's dominant position as the broadcasting hub in Asia. The key element is the relaxation of foreign ownership restrictions.

Approval from the Governor in Council on the revamped framework would be sought in October. Subject to the Executive Council endorsement, the Chinese would be consulted on the framework.

Copyright Protection for Subscription Television

A stop-gap measure to provide copyright protection for subscription television due to be launched on 31 October pending the enactment of the omnibus copyright legislation is required.

Due to the advice from the FCO in August that it is no longer legally possible to extend the relevant provisions of the Cable and Broadcasting Act 1984 to Hong Kong, a Bill to amend the local Copyright Ordinance has to be introduced into the Legislative Council (LegCo) urgently.
